While he can frequently pull the wool over others with his lines of confident techno-babble and memory for details, he prefers to carpet bomb others with so many facts and data they are unable to form a sufficient counterargument. He has no patience for bullshit from perps or judges alike.

The child Maxwell Tower barely survived (5+1 >= 4) his first term but displayed an unusual predilection for deceiving others, generally either downplaying his own abilities, so others would underestimate him or displaying such certainty and confidence he wouldn't be challenged.
Barely survived a second term (4+1 >= 5) but demonstrated a talent for working the streets, exercising the same ability to deceive others as he had as a younger child. Claims of unfairness due to an undetected psi ability were put to rest when young Max was officially tested and found to be completely normal.
After once more barely surviving (7+1>=7) a term in the academy, Max's instructors warned the would-be judge that he might be better suited to other employment pursuits, despite moving into Tek Branch. However, he was engaged with a project and everyone agreed ultimately it would be best to see it through - though few believed he would come back from the Cursed Earth. Nevertheless, Max returned, surprising many, with reports indicating his firm but fair dealings had made a positive impression on at least some.
When Max's Full Eagle Day test arrived it was generally agreed the candidate had potential, but he shouldn't be given special treatment. The luck of the draw assigned him to a moderate judge, but everyone witnessing the candidate's day wondered if he had been putting one over on them all as he practically danced (Roll 2d6 + INT DM +1 + Deception DM +1 (11+1+1=13)) through the test as though it were a beginner's rec game.
