Background: Zallec had served in a local system defense force for a decade and a half when the Trade Federation blockaded Naboo. He survived the Clone Wars mostly by running away, since the aged and vastly outgunned ships of his system were no match for anything the Confederacy put in space.  (mostly, but sometimes running wasn't possible). When the Imperial Moff was installed in Zallec's sector they scrapped all remaining local forces, and nationalized select useful resources, including Zallec. All told, it wasn't a bad career. Except for the constant pressure to compromise his personal beliefs and execute swift, brutal, Imperial justice. 

Physical Description: Nondescript human male of average colouration, build, features, moderately dark, short hair turning either grey or white and receding from a mostly normally shaped forehead. Nothing particularly remarkable regarding human variations.

Personality: Learned to stay silent in presence of authority, but also how to simultaneously praise and criticize when pushed for an opinion. Always gives two sides of an argument, then quotes regulations. There are few regulations in the Rebellion, so if he thinks it can hurt the empire, and they can get away with it, he advocates for that. Doesn't have family to lose, as he spent his life in the star navy. Doesn't want to get attached to his fellow rebels.

Objectives: Pull down the Empire, or at least cause it to stumble.

Connections: He organized a quiet fifth column amongst a meagre handful of other disaffected local defense force staff and defected to the nascent rebellion.
